There are several examples of this in the anime/manga, the most notable I think is probably Ranmaru, who has advanced jutsu, but no attack defence or skill bonuses.

As far as D&D base classes, hrmm the only ones that fit overlap modern classes (you can make a monk by combining fast and strong hero). Prestigue classes have a few more opportunities, one comes to mind in particular: The Kensai. The Kensai, if you aren’t familiar with it is a class in the complete Warrior that allows a sword wielder to basicly make the sword he owns take on some of his soul and become a magic weapon. Sadly, I do not believe this is Open Game content.
