My game is in the village of Kiri during the time of the third mizukage. |

It is either original content or borrowed from a non-Naruto source. If included in your game just make a clan for it, or make it a style that's just generally less common, like puppetry. |

Actually it's one of the few things I really don't like in the book (along with negima magic, etc..)
It taste way too much D&D, where it probably comes from, and not enough naruto. |

Blood Magic and its less morbid counterpart are original content. If you don't like it, don't use it.
As for "Negima magic," I don't have that.

Personally, I'm in favour of stuff like this.
Sure, if you want to run a fully canon-style Naruto campaign, it's probably one that you'd leave out, along with the Negima Style stuff, and the Hiten Mitsurugi Ryuu style. However, if someone ever wanted it, its there.
It makes some pretty dark bad guys out of it, cos hey, Blood Magic. Just screams "shit you shouldn't touch".
It doesn't limit the main file at all, and only really adds things to make a more diverse campaign.
